Chiefs Executive Council

The Chiefs Executive Council is comprised of the Chiefs of the Seven member bands of the Okanagan Nation.

 

Roles and Responsibilities of Chiefs Executive Council members:

Policy Development

The Chiefs Executive Council is responsible for the broad policy framework for the O.N.A., and, in conjunction with the Executive Director, the Committee develops such policies for implementation by the Executive Director and staff.

Planning

The Chiefs Executive Council is responsible for the strategic planning of the O.N.A.

 

Relationship with the Executive Director

 

The role of the Chiefs Executive Council is to establish the framework and priorities for the Executive Director, and to ensure that these are achieved. The methods used to achieve these goals are the responsibility of the Executive Director.

 

The Chiefs Executive Council is responsible for the hiring and evaluation of the Executive Director as the Manager of the O.N.A's operations.

 

Financial Management

 

The Chiefs Executive Council is also responsible for the establishment of the financial policies that will be implemented by the Executive Director. The Chiefs Executive Council will approve the budget on an annual basis, and the financial status of the O.N.A. is reported in summary at each Chiefs Executive Committee meeting for monitoring.

 

Except for the provisions contained within contracts and contribution agreements, the delegated authority for expenditures for the Executive Director without prior Chiefs Executive Council approval is $10,000.

 

 

Members of the Chiefs Executive Committee:

 

  • Aim to meet the goals of the O.N.A.
  • Set the policies and objectives for the Executive Director to implement and achieve.
  • Act as a team, and as individuals, and be consistent with the Council objectives and policies. Chiefs Executive Council members who take action without the approval of the full Council can potentially damage the O.N.A.
  • Shall strive to ensure the O.N.A. has adequate finances and money is responsibly expended. In part, this is achieved through the Executive Director’s reports and the annual audits.
  • Assist in setting organizational policy.
  • Be responsible for approving the selection and evaluation of the Executive Director.
  • Develop and approve the O.N.A's strategic plan.
  • Regularly attend Chiefs Executive Council meetings and actively participate.
  • Additions as required and determined by the Chiefs Executive Council from time to time
